Help! Can a two photos be one (with top photo semi-transparent)?

New to PaintShop Photo Pro X3. Making a book cover and want to have
two photos blended into one photo. Top photo needs to be semi-
transparent so it can be seen over background photo (i.e.,
superimposed). Possible? Pls make any help step-by-step. Thank

Well, all I have is PSP 7, but just create a couple layers and make one
(or both) semi-transparent. Used to be simple in PSP-7.
